We are currently in the process of selecting a consultant to prepare the design and obtain the required permits.  When that process is complete, we will be better able to establish a schedule. I anticipate that we will provide for public involvement in the design of the project beginning as soon as the design is sufficiently complete to generate detailed plans.  That will take some time…probably months. Public input during the design process will be most effective, because it is the design plans that dictate the clearing.

Ms. Diaz;

 The Beaches Energy project that is the subject of this NBR notice is not anticipated to have any significant impact on any of the alternatives being developed by the sidewalk project.  The existing wood power poles are being replaced by concrete power poles.  While the location of individual poles will be different, the new poles will be along the same line as the existing ones, on the same side of the road.  Sidewalks do not have to be straight.  In fact, we expect these sidewalks to curve (or meander) in order to minimize impacts to trees.  Should a potential minor conflict with an individual pole occur on the preferred alignment, the sidewalk can be designed to curve and eliminate the conflict.

 We estimate that alternatives will be ready for your review before December 1, 2010.

Mrs.Diaz,

Since our last report on July 22, 2010, the St. Johns County survey department completed their survey and provided the data to the consultant.  The consultant has incorporated the survey data into the design files.  Field work for all areas of the study is complete.  Both the 5-foot and 8-foot sidewalks on the west side of CR 210 have been drawn in.  The consultant is currently working on drawings for the east side of CR 210 and on drainage elevations.  Both the Mickler Road and the Palm Valley Road (from the roundabout toward SR A1A) sidewalks have been drawn, but are not yet final: Drainage concerns remain outstanding and adjustments are being made.

 The project is on schedule at this time.

Ms. Diaz; 

The Engineering Division of the Public Works Department has tasked the consultant, CH2M Hill, to review concepts for placement of sidewalk along CR 210 including a 5 foot and an 8 foot sidewalk on either side of the road.  We note that all of the existing sidewalks to which these proposed new sidewalks would connect are 5 feet in width. 

 The consultant has completed a review of survey data available from previous County work within the County right-of-way in the project area.  Additional survey will be required for all segments of the project, including the area between the ICW bridge and the roundabout.  The County Survey Division is now conducting this survey. 

 The study phase of the project will determine which alternatives (five feet wide, 8 feet wide, left side, right side) work and which do not, and recommend the best fit alignment and sidewalk width based on existing facility conditions and right of way usage.  The Connect Us group identified three segments:

  1. CR 210 from the ICW bridge to the roundabout
  2. From the roundabout connecting to the existing sidewalk on CR 210
  3. From the roundabout east on Mickler connecting to the existing sidewalk on Mickler.

County staff identified and added an additional segment that will add to safety and service:

  1. From east of SR A1A, east on Mickler to the beach access parking lot.

This will allow pedestrians and bicyclists to access the beach at Mickler Park via sidewalk.
The current schedule indicates that this study will be completed in late October, 2010.  We will try to speed it along.
Note that I will be out of the office after this afternoon until Wednesday, July 28, 2010.
